Experts describe the road map of China's electric power development: adjusting the structure and optimizing the layout?

Lagged planning: frequent "growing pains" in power development

"To formulate a scientific and unified power planning is the basis and guarantee for the sustainable and healthy development of China's power industry." Shu Yinbiao said, "the market-oriented reform of China's electric power industry implemented in 2002 aims to allocate resources through the market and promote the sustainable development of electric power. However, due to the insufficient understanding of the importance of unified planning in the coordinated and sustainable development of electric power, the importance of unified planning of power supply, coordinated planning of power supply and power grid is not in place, and power planning lags behind the development of electric power, resulting in many problems in the rapid development of the power industry

As the drafter of "China's electric power development planning proposal", Shu Yinbiao has a profound understanding of power planning. He said that for a long time, China's power planning has been "focusing on compilation, ignoring implementation and lacking evaluation". For example, under the stimulation of the rapid growth of power demand, driven by local interests and short-term interests, the power supply sector has "raced horses to encircle the land" in order to compete for resources, and blindly set up sites. There are many out of planning projects and projects without investment approval in thermal power plants, and there is a momentum of local governments' approval of wind power. These not only bring great impact to the planning and construction of power grid, but also cause hidden dangers to the security of power grid.

Experts believe that the repeated shortage of coal and power transportation in China in recent years also shows that the development of coal, power generation, power grid and related energy transportation should be considered from a strategic perspective. Xie Zhenhua said that with the rapid growth of China's energy demand, the constraints of energy resources and environmental protection put forward higher requirements for the coordinated development of all links in the energy field. However, due to the lack of communication between the power, coal and transportation departments in formulating their own plans, the influence of other industries is not fully considered, and the planning compilation lacks comprehensive and systematic scientific demonstration, which leads to the weakening of the systematicness, operability and authority of the industry planning, and the uncoordinated development of each industry.

Power planning is also considered by experts as an important basis for promoting power reform. In recent years, China's electric power reform, especially the reform of electricity price, lags behind seriously, which objectively affects the sustainable development of the power industry. For example, the formation mechanism of transmission and distribution price has not yet been established, and the increase of thermal power on grid price has greatly increased the power purchase cost of power grid enterprises. At the same time, due to the power grid enterprises to advance desulfurization and price increase funds for power generation enterprises, the rigid growth of grid operation and maintenance costs, and the default of some enterprises in electricity charges, the upstream and downstream price risks are accumulated in the power grid links, which restricts the sustainable and healthy development of the power grid.

Strengthening planning: adjusting power structure and optimizing power distribution

Experts at the meeting believed that to strengthen the unified planning of electric power, we should focus on the fields of power structure adjustment and power layout optimization.

"To adjust the power structure, we need to strengthen research from two aspects." Shu Yinbiao said: first, it is necessary to study how to scientifically develop nuclear power, hydropower, wind power and other new energy and renewable energy power generation projects, so as to not only increase the proportion of clean energy power generation, but also coordinate the development of hydropower, nuclear power and wind power with the construction of thermal power and power grid; second, we should study how to optimize the development of coal-fired power and improve the efficiency and cleanliness of coal-fired power generation. At the same time, considering the distribution of power generation energy resources, the growth of power load demand, energy transportation conditions, environmental protection benefits and the coordinated development of regional economy, we must attach great importance to the layout planning of coal power, hydropower, nuclear power, wind power and photovoltaic power generation in order to realize the sustainable development of power industry.

For a long time, China's power supply structure is dominated by coal, and the proportion of coal to electricity has always been higher than 70%. Although the development of new energy and renewable energy is accelerating in recent years, the power structure dominated by coal-fired power is still difficult to change. Experts believe that in terms of layout, coal production bases in the West and the north can be used as key areas for new coal-fired power development, while the eastern coastal areas with limited disposable energy and environmental capacity should be the control areas for coal-fired power development.

"As a clean and renewable energy, hydropower development should be further strengthened." Lu Youmei, Yan Zhiyong and other experts believe that China's hydropower development should be based on the premise of protecting the ecological environment, properly resettling immigrants and reducing the inundation of cultivated land, and the principle of paying equal attention to economy and society, and giving priority to society. In Sichuan, Yunnan, Tibet and other regions with conditions for large-scale development of resources, the development and construction should be carried out in accordance with the principle of "river basin, cascade, continuous, rolling and orderly" Type I hydropower base. Small and medium-sized hydropower stations should be developed according to local conditions.
